The United Nations Office for Project Services identifies only two phases, namely, "Tier 1" and "Tier 2", which reflects the different funding options from the EIF Trust Fund. However, an LDC can receive assistance through the EIF even before the release of funds by the Trust Fund. This assistance is, indeed, crucial because the in-country institutional framework is being built up during that phase. Moreover, the pre-DTIS phase is also being funded by Tier 1 funds and could be regarded as a sub-stage.
