Discharged and unemployed or deserting servicemen, younger sons and other dependents of men already in frontier service in older areas, fleeing criminals, sedentarized steppe Tatars, and cossacks took up residence in or near the new centers. Decade after decade, however, peasants fleeing to the frontier made up the largest category of migrants.
