In an article published in 1919, Karl Scheel reported on activities in three departments of the Physikalisch-Technische Reichsanstalt: Abteilung I für Optik (Department I for Optics), Abteilung für Elektrizität (Department II for Electricity), and Abteilung III für Wärme und Druck (Department III for Heat and Pressure).
