He often filled in as acting undersecretary of international trade. He managed the Commerce Department's participation in negotiations at the World Trade Organization and trade negotiations with Japan, Canada, the European Union and other governments. He managed the day-to-day operations of the 2,500-person, $410 million International Trade Administration.
