Arpaçay is a town in Kars Province in the Eastern Anatolia region of Turkey. It is the seat of Arpaçay District. Its population is 2,344 (2022). The mayor is Erçetin Altay (AKP). The town is populated by the Karapapakh. While the Turkish and Azerbaijani names of the town are Arpaçay, it was called Zaruşat until it was officially renamed in 1922.
