Cocoa is a city in Brevard County, Florida. The population was 19,041 at the 2020 United States Census. It is part of the Palm Bay–Melbourne–Titusville Metropolitan Statistical Area. Cocoa first approved the Council-Manager form of government in 1959, and subsequent changes to the state statutes mirrored the City of Cocoa's Council-Manager Plan. The City Council serves as the Board of Directors for the City, with the Mayor as Chairman. The City Manager serves as the Chief Executive.
