Liverpool City Region is a mayoral combined authority and local enterprise partnership area in northwest England, around and including the city of Liverpool. The region includes all of the post-1974 county of Merseyside and a borough in Cheshire, six council areas: City of Liverpool, Halton (Cheshire), Knowsley, Sefton, St Helens, and Wirral. Multiple boroughs are in the historic counties of Cheshire and Lancashire or straddle between the two. The region has a population of 1.5 million with Merseyrail reaching a wider population of 2.2 million. Since 1 April 2014, the Liverpool City Region Combined Authority has become the top-tier administrative body for the local governance of the city region. The authority's responsibilities (with no major powers from central government) are economic development, transport (Merseytravel), employment-and-skills, tourism, culture, housing and physical infrastructure.
