The Woodrow Wilson International Center for Scholars (WWICS) or Wilson Center is a Washington, D.C.-based think tank named for former U.S. President Woodrow Wilson's achievement of being the only president of the United States to hold a PhD. It is also a United States presidential memorial established as part of the Smithsonian Institution by an act of Congress in 1968.
