On 30 May 2018, the league announced that نادي كوبان كراسنودار (9th place), نادي توسنو (relegated from the الدوري الروسي الممتاز 2017–18) and FC Ararat Moscow (promoted from the دوري كرة القدم الروسي للمحترفين 2017–18 ^{[لغات أخرى]}‏, zone Center) failed in their appeal to get the FNL license for the 2018–19 season. According to league regulation, 18th, 19th and 20th-placed teams will not be relegated.^[3]
Russian Football Union announced on 11 May 2018, that none of the teams from the East zone of the دوري كرة القدم الروسي للمحترفين 2017–18 ^{[لغات أخرى]}‏ applied for the FNL license for the 2018–19 season. According to the league regulations, 16th-placed team will not be relegated.^[2]
