El gener de 1937, els 111 alts càrrecs de l' NKVD incloïen 42 jueus, 35 russos, 8 letons i 26 més. De les vint direccions de la NKVD, dotze (incloses la seguretat de l'estat, la policia, els camps de treball i el reassentament) estaven dirigides per oficials identificats com a jueus ètnics. Dels deu departaments de la Direcció Principal de Seguretat de l'Estat, la més sensible de totes les agències de la NKVD, set (...) estaven dirigits per jueus.»
