A request by Turkey for the extradition of Abdullah Öcalan was rejected by Italy because the charges brought against him carried the death penalty. Amnesty International welcomed this decision by the Italian government. The Italian government indicated that they were exploring the possibilities of bringing him to trial before a national or international court. However, in January 1999, with the knowledge of the Italian government, Abdullah Öcalan left Italy for an unknown destination. On 15 February 1999, he was taken into the custody of Turkish security forces in Kenya in circumstances which have yet to be clarified and brought to Turkey where he was detained on the island of Imral in the Marmara Sea which can be reached only by boat from Mudanya.».

When Turkey threatened military action, Damascus deported Ocalan and closed the PKK camps in the country.

To sum up in the words of a US embassy official in Athens the CIA was in bed with the palace, the army, the Greek intelligence service, the rightist parties, the conservative business community, the establishment in general.

Ανακτήθηκε στις 21 Σεπτεμβρίου 2024. In der letzten Phase kam der griechische Geheimdienst EYP ins Spiel, der die "Operation Alkmene" organisierte. Da das konfiszierte Material offenbar nicht ausreichte, um eine aktive Beihilfe der NGOs zu dem Delikt "Menschenschmugggel" zu belegen, schickte der Geheimdienst ein 30-köpfiges Team nach Lesbos, das eine Undercover-Aktion inszenierte. Unter anderem warben die EYP-Leute zwei Ausländer an, die nach Izmir geschickt wurden, um sich an der türkischen Küste in ein Flüchtlingsboot einzukaufen. Bei diesem Plan musste der Geheimdienst auch die Küstenwache von Lesbos einschalten, damit "das von der türkischen Küste ablegende Boot an seinem Bestimmungsort auch landen konnte". Das heißt: Das Boot mit den "Migranten-Agenten" wurde von der Küstenwache ausnahmsweise durchgelassen, um belastende Aussagen der beiden EYP-Söldner über die "Fluchtbeihilfe" der feindlichen NGOs zu gewinnen. Laut Kathimerini sollen diese Aussagen "nach Meinung von Kennern entlarvend sein".
