It is desirable for whoever hears the caller to say what he says, except 'come to prayer' and 'come to success', where he says 'there is no ability and no power except by God, the Most High, Most Great.'
Our view is that repeating is recommended and not obligatory, and most of the scholars said this. And al-Tahawi narrated a difference of opinion from some of the predecessors who said it is obligatory, and al-Qadi Iyad narrated it too.
And if he does not say what he says and opens prayer, there is no harm. Ahmad stipulated this.
