In a similar survey, conducted in 1994, it was found that 10.8% of the total population, or 22.6 million persons had used illicit drugs some time during the previous year. Further, a U.S. General Accounting Office report, released in 1989, noted the following findings: that substance use in the United States persisted at very high levels throughout the 1980s; that the amount of cocaine consumed in the U.S. doubled, while the price declined about 30%; that the price of heroin declined 20%, while the average purity of heroin sold had doubled; and that marijuana, while its use declined, continued to be readily available in most areas of the country. Thus, notwithstanding huge expenditures in waging the "war on drugs" drug use remains widespread throughout the nation, its costs have actually decreased and potency increased.
