Figgins, chairman. and Howard Goldfeder, president. Both declined to expand on a terse bulletin. Bullock's Wilshire, which has long operated as an autonomous entity under the Bullock's management wing, now will function on its own with additional units carrying Bullock's Wilshire merchandise. Goldfeder succeeded Walter Bergquist as Bullock's president.
