Shrouds are plates that are a part of a fan (or compressor, or turbine) blade. Generally, the shroud of one blade rests on the shroud of the adjacent blade, forming a continuous ring. Shrouds in the middle of blades are often used to dampen vibrations. Shrouds at the tips of fan blades are often used to minimize air leakage around the tips.
