This Commission, which met across the period 2009–2011, was asked to make recommendations for use by Metropolis's 120 member cities on the theme of managing growth. The Commission Report using the 'Circles of Sustainability' methodology was published on the web in three languages—English, French and Spanish—and is used by member cities as a guide to practice.
