A series of measures by the Maduro and Chávez governments stacked the courts with judges who make no pretense of independence. It has also stripped power from the opposition-led legislature. ...In 2017, President Maduro convened a 'Constituent Assembly' by presidential decree, despite a constitutional requirement that a public referendum be held before any effort to rewrite the Constitution.
