The convention in braille is to syllabify an intervocalic consonant with the preceding vowel if it is both stressed and short, but with the following vowel if the preceding vowel is long or if the following vowel is stressed. So, for example, fā-mous but făm-ine, fī-ber but fĭl-ial, pū-nitive but pŭn-ish; also the verbs pre-sént, re-córd, pro-gréss vs. the nouns prés-ent, réc-ord, próg-ress.[1]
