For the purposes of the EUTR, the following definitions apply: An 'operator' is any natural or legal person that places timber or timber products for the first time on the internal market (Article 2(c)). 'Placing on the market' means the supply of timber or timber products for the first time on the internal market (Article 2(b)). A 'trader' is any natural or legal person who, in the course of a commercial activity, sells or buys on the internal market timber or timber products already placed on the internal market (Article 2(d)).
