What people in central and eastern Europe meant when they described themselves as 'German' varied greatly from place to place, and many of them could scarcely understand one another because regional dialects were so strong. Politically, most 'Germans' professed loyalty to their rulers and did not see themselves as part of a single group, still less one that ought to be unified in a single state.
