Jon had attended the 1994 IQEC and ICAP meeting where British Telecom revealed their transmission of a quantum cryptographic key over 10km of optical fiber, and Artur Ekert announced Shor's discovery of the factoring algorithm, respectively. Upon making these breakthroughs known to the Army Research Office, it was decided to have an ARO workshop on quantum cryptography and quantum computing in Tucson in the winter of 1995.
