This analysis established the policies that the following government would have to carry out in order to defeat Shining Path and rescue the Peruvian economy from the deep crisis in which it found itself. El cuaderno verde was passed onto the national press in 1993, after some of these policies were enacted by President Fujimori. ... It was a program that resulted in the forced sterilization of Quechua-speaking women belonging to rural Andean communities.
