If the Soviets (or Stalin) had been less paranoid, World War Two would have looked very different). The Russians were heavily focused on infiltrating and controlling the counter-revolutionary groups abroad, as they simply followed in the traditions of the Czar's Ohkrana, who perfected the technique.
