It is managed by Parks Canada, whose National Parks Act includes the statement that, 'Maintenance or restoration of ecological integrity, through the protection of natural resources and natural processes, shall be the first priority of the Minister when considering all aspects of the management of parks.' Because ecological integrity is degraded by any populous alien species, the horses should be regarded as a threat to that particular mandate.
