As it is presented currently on the website of the National Archives, "The Archivist's Code" of 1955 indeed carries Grover's name; a preface explains that "although the guidance remains sound even today," the Society of American Archivists, in response to the increasing complexity of archival issues, subsequently developed a fuller code of ethics for archivists, first adopted in 1980 (see Horn, 1989, p. 65-66) and periodically revised since then.
