Engels made it clear that capital took priority over the state in the sequence of cause and effect, and drew the dividing line between Marxists and anarchists on this issue. In a letter of 4 September 1867, Engels aptly summed up the difference between anarchists and state socialists: "They say 'abolish the state and capital will go to the devil.' We propose the reverse." (168) Engels was quite right in drawing the line where he did. Like the classical liberals, libertarian socialists (including both laissez-fairists like Benjamin Tucker and collectivists like Bakunin) saw exploitation as impossible without the state's power to coerce.
