Gordon and Horowitz suggest that the main reason for the difference is the growing commitment to Jewish Day School education: "The combination of Jewish commitment and having experienced a complete K-12 Orthodox Jewish Day School education results in an intermarriage rate of not greater than 3%." This suggests that Jewish day schools, rather than the edict, are the decisive factor in discouraging intermarriage.
