Parce qu’elle entraîne une augmentation des limitations fonctionnelles, de la mortalité et des dépenses de santé et qu’elle fait baisser l'espérance de vie et la productivité, l'obésité est devenue une préoccupation croissante dans tous les pays, quel que soit leur niveau de revenu. L'augmentation de la prévalence du surpoids et de l'obésité a été constante ces dernières années, et pas un seul état de la région n'est en voie d'atteindre l'objectif de diminuer l'augmentation de cette prévalence d'ici 2025 . Les taux de surpoids et d'obésité ont atteint des proportions épidémiques et continuent de grimper puisque 59% des adultes et 28% des enfants sont en surcharge pondérale . Le surpoids et l'obésité sont à l'origine de 13% de la mortalité globale européenne, soit 1,2 million de décès annuels, et la surcharge pondérale est le principal facteur de risque d'invalidité.»
