Les avantages sur la santé publique seront également considérables dans les zones qui connaissent une épidémie généralisée de VIH (c’est-à-dire quand la prévalence dans la population générale est comprise entre 3 % et 15 %), où la transmission du virus est essentiellement hétérosexuelle et où relativement peu d’hommes sont circoncis. »
