Though the official reasons for the replacement were given as the failing health of Wu Jinghua, there was much speculation that he had been dismissed for failing to contain the protest in Tibet. Wu was of the Yi nationality, and generally well spoken of by Tibetans — if only because he appeared in public wearing Tibetan clothes and was thought to be sympathetic to Tibetan aspirations. »
