»Broj izaslanika koji se bira za Dom naroda u svakom kantonu razmjeran je nacionalnom sastavu pučanstva kantona. U okviru tog broja, postotak bošnjačkih, hrvatskih i drugih izaslanika kantona odgovara, što je više moguće, postotku bošnjačkih, hrvatskih i drugih zastupnika u zakonodavnom tijelu dotičnog kantona. U Domu naroda bit će najmanje jedan Bošnjak, jedan Hrvat i jedan izaslanik drugog naroda iz svakog kantona koji imaju barem jednog takvog zastupnika u svom zakonodavnom tijelu, a ukupni broj izaslanika Bošnjaka, Hrvata i drugih bit će u skladu sa člankom IV. A. 6. Bošnjačke, hrvatske i druge izaslanike iz svakog kantona biraju odgovarajući zastupnici u zakonodavnom tijelu dotičnog kantona.«

Why doesn't anybody see the amount of capital that Croatia draws annually from BiH, the only country with which Croatia achieves a surplus in the exchange of goods? From 1995 to 2000, Croatia exported goods to BiH in the amount which is 5 billion higher than the amount of its import from BiH. In the first 9 months, when the exchange stagnated due to the lack of any trade agreement, Croatia, in its exchange with BiH, achieved a surplus amounting to 380 million dollars", Jelavic said. Miroslav Prce, the FBiH Minister of Defense, says that they have been, for quite some time now, aware that the Federation could not support such a big army, so they initiated two 15% reductions themselves. But not even that will do. "Our goal is to become independent. In the talks with the Prime Minister Racan and his ministers, on the eve of the preparation of the original draft budget, we had their great understanding. The amount for the HVO was to be reduced by 50%, but Croatia intended to help with taking care of demobilized soldiers with the amount of 100 million Kunas. Unfortunately, in the final version the amount came down to 15 million Kunas", Prce said.«

»Many weeks before the elections I knew that the HDZ leadership was planning a sort of a strong action to restore the support of the voters who abstained from the local elections in April. The OSCE rules, when they were passed, actually contained nothing new. Mr. Ante Jelavic was the one who requested a change of the rules. He did not like the change eventually, but the rules were included in the Draft Election Law. The idea was that one who defends the Croats' interests does not necessarily have to be an HDZ politician, that it can be a politician from another party, a Croat from the SDP, or even, speaking in ideal terms, someone who is not from the Croat community but would equitably defend the rights of all the citizens. We are trying to develop a civic society, a civic state. It is the concept that prevails in the rest of Europe and which is completely opposite to the collectivist approach nourished by the HDZ and other nationalist parties. Therefore, this is about the things that are deeper than the decision on the change of the rules.«

»However, this would not be a big deal if this were only a whim of one journalist. However, this is a common practice of the Sarajevo (Bosniac) media, which are simply competing to disqualify everything that has a Croat-Herzegovinian prefix. If 'Slobodna Bosna', 'Dani', 'Dnevni Avaz', 'Oslobodjenje' differ in many things, they are unique on this point. For all of them, all HVO members are ustashas and war criminals. HDZ is a criminal organization, friars are clerical fascists. Also, they keep asking Ratko Peric, the Mostar-Duvno Bishop and Vinko Puljic, the Cardinal, where their souls will end up in the other world, accusing them for the sins committed in this world. Thus, for instance, after the Cardinal Puljic was present at the Croat People's Assembly in Novi Travnik, the commentator of 'Dani' qualified Puljic, using the ironical terms, as 'the first man of Sarajevo Cathedral' and the 'Cardinal of Herzeg-Bosnia', while his meeting with the political representatives of the Croat people was qualified with the syntagm 'an encounter with the devil'. Thus, since the Cardinal does not agree with the political views of the Sarajevo journalist, he was not only disqualified as an intellectual but he was proclaimed to be the shareholder of hell.«
»BiH Croats cannot and will not accept the "one person - one vote," concept because this would degrade Croats to a second rank nation, Oslobodjenje's Monday's front page story quotes Ante Jelavic as saying. Bosnian Croat member of the BiH Presidency who was once again elected as the President of Croat Peoples Assembly said that Croats are for BiH but not for a BiH that will not treat them as an equal and constituent nation. Interesting enough while according to Dnevni Avaz one of the conclusions of the Assembly session says that Alliance for Changes "would be an illegal and completely illegitimate and as such cannot rule in the territory with Croat majority," Oslobodjenje quotes Jelavic as saying that he is prepared to cooperate with the SDP and an "eventual alliance if it is formed." Zagreb daily Vecernji List reporting on the same subject said that the Croat People's Assembly on Saturday adopted the conclusions which, by the general opinion, will not shake up the BiH public nearly as much as the decisions from the Novi Travnik session, held a month and a half ago. What seems to be the most important conclusion from Tuzla is the rejection of the OSCE decision referring to the election of deputies to the Houses of Peoples.«
»The President of the BiH Constitutional Court, Kasim Begic, told Dnevni Avaz that the President of the HDZ, Ante Jelavic, initiated a process before the Constitutional Court in which he questioned the authority of the OSCE, i.e., the PEC (Provisional Elections Commission) rules and regulations on the elections of deputies for the House of Peoples. More specifically, Jelavic questioned the authority of the OSCE to enact laws and pass regulations in either the entities or the state of BiH. »Ante Jelavic considers the Alliance to be a union of Bosniak parties, which it really is, because, of all Croat parties, it only includes the NHI and the HSS, which do not have even as little as 5% of support from the Croat constituency. The major objection from Jelavic's Office refers to the fact that Petritsch himself nominates the members of the constitutional commissions and that the final decision, in case the commission members do not reach an agreement on some issue, is again in his hands, by which the HR practically and formally takes over the protector's powers in this realm as well. The one-person-one-vote principle could be introduced, which does not suit Croats, as the people that is the smallest in number. »In an interview with Dnevni Avaz, the Croat member of the BiH Presidency and the leader of the HDZ, Ante Jelavic, said that the authority in the cantons with Croat majority will not be constituted until the Constitutional Court decides as to whether the PEC and the OSCE can constitutionally pass laws in BiH. "If we decide to take part in the implementation of elections results and the constituting of authority, we would give legitimacy to rulings of the PEC, and we do not want that," said Jelavic, and added that the CC ruling will have profound influence on the future relationship between BiH and the International Community.«
»The Vice President of the HDZ, Ivo Andric - Luzanski, held a press conference late Monday night, at which he stressed that his party believes that the outcome of the constitutive session of the F HoR marked "the beginning of the end of the Federation BiH". Asked if his statement meant that the HDZ is ready for the creation of the third entity in BiH, Luzanski said that this decision will not be up to the HDZ, but the Croat National Assembly. He also said that his party could not accept the creation of a civic state and a civic Federation in BiH without the will of one of the constituent peoples in it. "We have become hostages of the ill efforts of the International Community and some Bosniak parties," said Luzanski's party colleague, Ivica Marinovic, who was also present at the press conference. Marinovic added that the deputies at the constitutive session elected representative who have no support of the Croat people in BiH.«
»Similarly, I fully endorse the implementation of the Constitutional Court Decision on Constitutionality of all peoples throughout BiH, which leads toward the standardization of rights of peoples and citizens of Bosnia and Herzegovina. Only equal status of peoples and citizens in political activities and in institutions of Bosnia and Herzegovina guarantees prosperity and self-sustainability of the country. Since the beginning of the process of implementation of election results, the HDZ has been involved, on the basis of election results, in the process of government constitution at all levels, and shall also get involved in the process in all Cantons. The process of the establishment of the BH Federation House of Peoples shall commence, and shall be followed by the establishment of the House of Peoples at the State level, once the BH Constitutional Court issues a decision on the constitutionality of the OSCE Decisions on the House of Peoples.«
