In ordine alla pubblicazione – da parte del Cabinet Office, nel dicembre 2012 (e, poi, di nuovo nell’ottobre 2013) – del documento Queen’s or Prince’s Consent, redatto dall'Office of the Parliamentary Counsel, contenente le linee guida relative alla procedura di richiesta del consenso regio sulle leggi, la dottrina ha ricordato che il Cabinet Office "era stato costretto a rendere noto il documento, dopo aver perso una battaglia legale scaturita dalla richiesta, avanzata nel 2011 da John Kirkhope per la sua ricerca di dottorato ai sensi del Freedom of Information Act. Il Cabinet Office si era opposto invocando il legal privilege, ma nell’agosto 2012 l'Information Commissioner aveva imposto la pubblicazione del testo": v.
