Come approfonditamente spiegato dallo storico moderno Colin P. Mitchell: «"Una spiegazione più interessante per la scelta di basare l'amministrazione centrale reale a Qazvin risiede nel già citato programma di minimizzare l'indebita influenza turca nella corte safavide".
