    The Contracting Powers recognize that hostilities between themselves must not commence without previous and explicit warning, in the form either of a reasoned declaration of war or of an ultimatum with conditional declaration of war.
    邦訳「締約国は理由を付したる開戦宣言の形式、または条件付開戦宣言を含む最後通牒の形式を有する、明瞭かつ事前の通告なくして、其の相互間に戦争（hostility）を開始すべからざることを承認す。」
    戦争行為（hostilities）の開始の前に行う警告を「宣戦布告（開戦宣言、declaration of war）」または「条件付開戦宣言を含む最後通牒（ultimatum with conditional declaration of war）」としている。
