民事基本法が議論されていた1790年5月にちょうど国民議会議長に選ばれたラボー・サン＝テティエンヌ (Jean-Paul Rabaut Saint-Étienne) はプロテスタント（カルヴァン派）の牧師だった。かつてはプロテスタントは公職から追放されていたが、1787年のルイ16世の寛容令によって解除されていた。
