In this case, "effect" is correct.[23] The implication is that annexation of Germany did not occur with the assumption of all the powers of the German state by the four Allied powers. However the next paragraph explicitly stated that the "[four Allied powers] will hereafter determine the boundaries of Germany or any part thereof and the status of Germany or of any area at present being part of German territory".[23]
