The UK Parliament is sovereign and the Scottish Parliament is subordinate. The White Paper had indicated that this was to be the approach taken in the legislation. The Scottish Parliament is not to be seen as a reflection of the settled will of the people of Scotland or of popular sovereignty but as a reflection of its subordination to a higher legal authority.
