Although the Allied powers considered this a debellatio (《The human rights dimensions of population》, UNHCR web site, 2 § 138쪽) other authorities have argued that the vestiges of the German state continued to exist even though the Allied Control Council governed the territory; and that eventually a fully sovereign German government resumed over a state that never ceased to exist (Junker, Detlef (2004), 《The United States and Germany in the Era of the Cold War, 1945–1990: A Handbook》 2, Cambridge University Press, co-published with German Historical Institute, Washington D.C., 104쪽, ISBN0-521-79112-X.)

Facsimile of the original text, the transcription used in the Avalon source for the paragraph is erroneous.
