The need for speed must be evaluated in terms of developments on the Russian front in that year. While the Persian Gulf decision was in the making the Germans were moving steadily forward to their rendezvous with destiny at Stalingrad. If the Persian Gulf facilities had been ready, the amount of British and American supplies reaching the Russians during this critical battle would have been much greater. As it was, the Russians won with what they had and what the British and Americans did in fact contribute.»
