„The district of Klaipeda was incorporated into Lithuania in 1923 with autonomous status. A census was carried out in the district in 1925. using the criterion of language to define ethnicity. Odpowiedzialność taką przewidywał, co prawda dość ogólnikowo, art. 3 Konwencji „Strona wojująca, która by naruszyła postanowienia powyższego regulaminu, będzie pociągnięta do indemnizacji [odszkodowania], jeśli tego zajdzie potrzeba. Strona ta będzie odpowiedzialną za każdy czyn osób, wchodzących w skład jej siły zbrojnej.” (Dz.U. 1927 r., nr 21, poz. 161).
