Jokhar Dudaev, too, was openly using the 'Lezgin' card. In one of his interviews he stated that, if Azerbaijan agreed to sign a treaty on military co-operation with Chechnya, the Lezgin issue would not be included on the 'agenda', as in that case he would persuade the Lezgins to co-operate with borth Chechnya and Azerbaijan. Thus he let it be understood that if Azerbaijan did not sign such a treaty or if it spoiled its relations with Chechnya, it would be faced with the inevitable challenge of the Lezgin problem.
