Оригинальный текст (англ.)The attempts at the creation of an Azerbaijani political representation on the German side began in the spring of 1942, with the invitation of luminary emigres, including Rasulzadeh, to Berlin for exploratory talks. Amin bey found opportunities to meet the German-held POWs and was impressed by the level of education among the younger generation of his compatriots. When his asked them how many hundreds of university graduates would help to organize the Azerbaijani state of the future, the answer was: "Do not talk to as about hundreds but thousands". We are in the positions to govern ourselves. In his negotiations with the Germans, Amin bey insisted that the Reih as the first step should declare its unconditional commitment to the restoration of the Transcaucasian states. When his interlocutors acted evasively, he left Berlin, the soundest political decision he ever took. Eventually, he made his way to post-Kemalist Turkey, which extended him its hospitality for the rest of his life. The Azerbaijani Mejlis of National Unity came to existence in Berlin in 1943, and its leaders did not see eye to eye with the old-time emigres.

Гилязова, немецкая сторона изначально и небезуспешно пыталась привлечь к политическому сотрудничеству наиболее влиятельного в среде азербайджанских эмигрантов Мамедэмина Расулзаде. Летом 1942 года после длительных переговоров он даже возглавил азербайджанское представительство, настаивая в первую очередь на том, чтобы Германия официально признала в перспективе тезис политической независимости Азербайджана. Однако к таким политическим заявлениям нацистская верхушка не была готова и поэтому Расулзаде осенью 1942 года покинул Германию, а на первые позиции в среде азербайджанцев вышли его политические оппоненты Аббасбей Атамалибеков, Фуад Эмирджан и особенно быстро возвысившийся Або Фаталибейли-Дудангинский.
