They agree that students learn to understand people, to cooperate, to solve problems, to protect the environment, to develop concern about the country, and to know the importance of voting. These attitudes are learned in school, according to teachers’ judgment, despite the perceived emphasis on knowledge transmission in many countries. An exception is the development of feelings of patriotism and loyalty. A majority of teachers in Western European countries (and Hong Kong/SAR) see little effect of civic education instruction in this area.
