Этот план Анатолий Иванович предложил сразу в высшую инстанцию, направив в январе 1959 года письмо генсеку КПСС Никите Хрущеву. Не получив ответа (хотя начинание на словах было поддержано в различных кругах), осенью того же года он заново направляет на самый верх письмо, приложив к нему 200-страничный детальный проект, получивший название 'Красной книги'.
