Herzl, who at that time had been discussing with the British a scheme for Jewish settlement in Sinai, responded positively to Chamberlain's proposal, in part because of a desire to deepen Zionist-British cooperaion and, more generally to show that his diplomatic efforts were capable of bearing fruit.
