Within China's civilian leadership, there were those, among others Wang Jiarui (head of the Party's International Department), who supported the military's view that North Korea has legitimate concerns about its security being threatened by the United States and that it is not in China's interests to condemn its ally. Other top civilian leaders were reportedly of the view that China cannot stand by and be seen as tolerating an indiscriminate attack by North Korea on a South Korean vessel.
