RFC5746 must be implemented to fix a renegotiation flaw that would otherwise break this protocol.
If libraries implement fixes listed in RFC5746, this violates the SSL 3.0 specification, which the IETF cannot change unlike TLS. Fortunately, most current libraries implement the fix and disregard the violation that this causes.
Use of RC4 in all versions of TLS is prohibited by RFC7465 (because RC4 attacks weaken or break RC4 used in SSL/TLS).
